Highway Asset Officer (Design/Delivery)
- Exeter, Devon, Hybrid
- Full Time
- £35,412 - £39,152 per annum

Are you experienced in inspecting, assessing, or delivering highway maintenance projects? If so, the Asset Management Delivery Team is the place for you as we are looking for a Highway Asset Officer to join us.
Role Overview:
The Highway Asset Officer role is part of a team responsible for the ongoing management and maintenance of Devon’s highway assets.
Support and Development:
If any aspects of the role are new to you, we will provide the necessary support to help you succeed.
Team and Collaboration:
You will be part of the Asset Management Team, a department of over 60 passionate Engineers, Technicians and Designers dedicated to delivering high quality highway maintenance projects. You will work within a team of approximately six people, supported by a Principal Engineer, and collaborate closely with colleagues from Neighbourhood Highways, Environment, the Materials Laboratory and Traffic Management Group.
The Asset Management Team works on a diverse range of projects; therefore the key aspects of the role include:
- Designing and pricing highway maintenance schemes, including, but not limited to, drainage, patching, resurfacing and footway works using Term Maintenance and Framework Contracts.
- Engaging with contractors and stakeholders to support the planning and delivery of highway maintenance schemes.
- Working alongside other Devon County Council teams to understand community needs when planning and delivering schemes.
- Auditing highway maintenance schemes, including identifying and resolving any remedial works required.
- Reviewing, managing and approving payments for highway maintenance schemes.
- Applying a working knowledge of relevant highway policies and procedures, while maintaining awareness of technical developments and best practice.
Commitment to Sustainability:
Devon County Council declared a climate emergency in 2019. Since then, decarbonisation has been a priority within our construction and maintenance activities. In 2022, we secured £3.7m of Live Labs funding to trial innovations aimed at decarbonising highway infrastructure. This project is set to transform our approach to designing and delivering highway schemes, and we are excited to meet this challenge.
You’ll receive a competitive salary, along with a range of benefits that include:
- A salary of up to £39,152 depending on qualifications and experience.
- 26 days’ annual leave, increasing to 31 days after 5 years’ service.
- Further annual leave increases after 5 years’ service (and up to 20 years).
- Training to support your career goals.
- Mentor support to gain professional qualifications.
- Flexible hours, with the ability to accrue up to 24 flex-leave days per year.
- Paid time off for bank holidays – typically 8 per year.
- Additional benefits including Devon Discounts and the Cycle to Work scheme.
- A generous pension scheme.
