The Traffic Orders, Policy & Programme (TOPP) Team handle a number of high-profile projects, of particular political interest is maintenance and performance of our lining asset. This has been identified as a corporate priority.
A secondment role has been created to oversee development of programmes to deliver approx. £1.9m comprising of Parish Remarks, Main Road Remarking, parking restriction and targeted investment such as rural give-ways, major junctions, speed limit roundels, yellow Box Junctions, etc. The postholder will also assist in responding to additional funding to respond to the request for ‘acceleration of the white lining programme’ made by Cabinet in the summer of 2025. A key part of the role would be to seek further efficiencies in delivery ensuring best value is achieved when contractors are visiting communities and multiple visits to attend to different lining assets are avoided where possible.
All the lining programmes should be data led with opportunities to investigate business cases for adopting AI technology to support in identifying areas needing lining investment. There are also opportunities to improve checking to ensure lining is provided to a good standard and performs as specified (i.e. clerk of works function). Where necessary warranties should be activated. Again, there are opportunities to improve processes utilising support from Mat Lab and AI technology.
There are opportunities to build business cases for increased investment in the asset and secure additional funding.
The postholder will also support in the continued appraisal of MMA and consideration of future cold applied lining material selection and road stud technology.
The postholder will support with communications relating to the lining programmes from the TOPP Team to elected Members, DCC Teams and other stakeholders.
