We have an exciting opportunity for an experienced Planner with effective and strong leadership skills to support the Director of City Development and work collaboratively across City Development, motivating staff to deliver Exeter’s ambitions. You will need a strong track record in managing high performing teams, experience of working preferably in an urban context and specialising in Development Management.
You will be an inspirational leader, driving our planning, building control and land charges functions, supporting and developing your Assistant Service Leads, and the wider service team members, so that they thrive whilst delivering targets and supporting strategic goals. An adaptive style with excellent self-motivation is essential, as is the ability to mentor and develop others. You will inspire confidence through your professional approach and commitment to driving positive performance across the services functions and the people within it.
Core knowledge/skills include:
- Corporate Member or Fellow RTPI or RICS (Planning) or (Building Control) or similar relevant professional qualification such as RIBA, CIOB, ABE;
- A degree (or equivalent) in either Town and Country Planning, Building Surveying or a relevant related discipline;
- Minimum 5 years’ experience in a relevant planning related work area and demonstrable knowledge of the national planning and buildings legislation/regulations;
- Experience of financial management and budget setting/monitoring procedures;
- Experience at building and developing effective senior leaders through motivating and coaching;
- Experience at working in a positive manner with Elected Members, senior staff and other service areas.
About the role
Reporting into the Director, Planning and Development the Service Lead role, will have accountability for all aspects of City Development, leading the service, including seeking continuous service improvements and working in a collaborative manner with partners and external stakeholders to bring forward our purpose of delivering good development for Exeter.
The Service Lead plays a pivotal role in supporting the delivery of the ambitious vision for the future of the city which we share with our partners: “By the time they are an adult, a child born in Exeter today will live in a city that is inclusive, healthy and sustainable - a city where the opportunities and benefits of prosperity are shared and all citizens are able to participate fully in the city’s economic, social, cultural and civic life.” (Exeter City Vision 2040).
As part of the Planning and Development service, the role will support the Liveable Exeter initiative and strategic priorities through the planning process through joint working across the council and with partners in the Greater Exeter area.
About the team
We apply a One Team mindset - our City Development service comprises of four core functions - Development Management covering both major and householders projects, Building Control including Land Charges and our new Local Plans and Policy team.
Although differentiated by their technical specialisms, throughout the four functions there is a strong appreciation for collaborative working and each area working to support our shared objectives as a service.
We are a high performing service - in 2022, our Land Charges team were recognised for their exceptional customer service, coming 5th place out of 326 Local Authority Land Charges Teams in the Customer Satisfaction Award at the annual Awards for Excellence hosted by Land Data and in 2019 were highly commended in the Most Improved Services category. Our planning teams were recently shortlisted for three national/regional awards.
We value development of our people - we have supported some of our undergraduate level Project Managers through successfully obtaining their Masters in Town and Country Planning. In Building Control, we have fully qualified Project Managers who started their careers with us as Building Control Apprentices and we regularly host work experience placements to support the development of wider community members.
