We are an ambitious authority and are looking for an enthusiastic and passionate Graduate Planner that shares that vision and wants to make a difference for everyone within Devon. We have a strong, experienced and supportive planning team at Devon County Council, which you will immediately feel part of. The planning team has a key role in planning for minerals and waste, supporting development and delivering infrastructure whilst also ensuring that we respond positively to Devon County Council’s climate emergency declaration.
It's an exciting time to join the team:
- We currently have a key role in the consenting process for a Nationally Significant Infrastructure Project (NSIP), bringing renewable energy to the UK.
- We’re busy inputting into district Local Plans to identify the infrastructure needed to support new development, including new schools, cycle routes and road improvements.
- We’ve undertaken a review of the Minerals Plan and are planning our next steps for the Minerals and Waste Local Plans.
And it doesn’t end there, alongside this we’re hard at work dealing with planning applications.
As a Graduate Planner you will receive training and guidance across different areas of planning including determining planning applications, developing new policy, planning for minerals and waste, planning enforcement and the delivery of infrastructure. The role is varied, with different challenges to respond to every day. We will support you to grow and develop as a Planner, a strategic thinker and a real problem solver. You will feel confident analysing and interpreting information and writing reports on your findings. We’ll support you to gain a Masters Degree in Planning and to work towards becoming a Chartered Member of the Royal Town Planning Institute. Our career grade scheme, which you’ll be on from when you join, allows you to progress all the way through to a Senior Planner as you gain experience. You will be expected to make a significant contribution to the services provided by the team.
We do not expect you to have much experience – we will give you the training you need – but an understanding of some of the challenges in planning would be a real advantage.
We’re looking for a degree (or equivalent) in a relevant subject (e.g. Geography, Geology, Earth Sciences).

Interviews are expected to be held in person, week commencing 14th April 2025.
