About the Role: As the Commissioning & Market Development Manager, you’ll be at the heart of our Adult Social Care function, responsible for commissioning £300 million worth of care services. You’ll work with around 1,200 external providers from the private, independent, and voluntary sectors. With future demographic and budget pressures, we need innovative thinking and new solutions.
You’ll be working within the Care with Accommodation portfolio, focusing on care homes and collaborating with the market to drive transformation and change.
Your key responsibilities will include:
- Leading the Council’s transformation plan to improve care and support for adults with disabilities and older people, especially in market management and strategic commissioning.
- Partnering with key stakeholders (including the NHS, District Councils, and the voluntary and community sector) to achieve our vision for joint commissioning.
- Maximizing resources and managing risks to ensure successful delivery of change.
- Managing a diverse team within the wider Commissioning team.

What We’re Looking For:
- A thorough understanding of commissioning and contracting mechanisms.
- A sound knowledge of business models in the independent sector.
- The ability to work closely with and advise Elected Members.
- Experience involving providers, service users, and carers.
Be Part of Our Leadership Team: You’ll be integral to the Integrated Adult Social Care Leadership Team, interfacing with key strategic stakeholders, including NHS partners, independent sector provider organizations, and the voluntary and community sector.
