The role holder will support the commissioning and implementation of the Adult Skills Fund, working under the direction of the Adult Skills Commissioning Lead. The role is responsible for working with the market to develop effective market position statements, commissioning plans and specifications that address the identified adult skills needs across Devon and Torbay.
The post holder will oversee the procurement process and support the Adult Skills Commissioning Lead monitor and evaluate the effectiveness of the delivery of the adult skills fund and the achievement of the skills priorities set out in the CCA’s Skills Plan.
Engagement with the Skills and Employment Advisory Group and particularly the Local Skills Improvement Partnership are essential to ensure that commissioning approaches build on the knowledge and insight from businesses and sector leads to ensure the adult skills fund targets key labour and skills gaps. Working with providers is also essential to understanding the market place and capacity within the region and working with the Adult Skills Commissioning lead support market development opportunities.
The post holder will develop the programme management processes for the devolved adult skills powers and funding and support the delivery of the programme in accordance with the CCA’s constitution and legislative framework and meet industry standards. The programme must be delivered compliantly in consideration of relevant legislation, for example, UK Subsidy Control and Public Contract Regulations.
The post holder will be responsible for data collection, analysis, interpretation and presentation of skills data and ensure the timeliness and accuracy of a variety of data sources is undertaken to support the effective commissioning of the Adult Skills Fund and other adult skills funding streams.
